AKIPRESS.COM - Police detained 33-year-old man who tied a 9-year-old boy to car and dragged him. On April 27, police received a report that a man was beating up a child in Altyn Kazyk residential area.
The boy was sent to hospital.
The child's single mother is working in Russia. The child was left to relatives.
The investigation is under way.
