Bishkek, June 12, 2019. /Kabar/. Prime Minister of Kyrgyzstan Mukhammedkalyi Abylgaziev held a meeting of the Business Development and Investment Council under the Government of the Kyrgyz Republic, the press service of the Government reported.
Mukhammedkalyi Abylgaziev noted that five of the eight decisions adopted at the last meeting were implemented in accordance with the previous decisions of the Council dated Jan. 29, 2019.
"This shows that we take effective measures to develop business, improve the business climate and attract investment. Some issues have not been solved for years. We intend to continue working in this direction," the prime minister said.
During the meeting, Abylgaziev raised the issue of the Construction Industry Development Strategy.
"This strategy is designed to determine the main and priority directions of the construction industry development, which is fundamental in the system of development of the economic potential of the country. The absence of a strategic document and a systematic approach has led to legislative contradictions and conflicts on land plots for construction," Abylgaziev said.
In addition, the prime minister noted that there are no mechanisms for implementing energy-saving policies in buildings despite the government’s "green economy" active policy, and that domestic exporters cannot get a VAT refund, which reduces the competitiveness of domestic exports, leads to an increase in the trade deficit and a reduction in production.
"Without a solution to this problem, our plans for regional development and the creation of new production facilities and jobs will not be implemented. The impossibility of getting a VAT credit for exporters is a serious constraint in making investment decisions. In this regard, there is need to make reasonable proposals to solve this problem in the interests of the state and business," Abylgaziev said.
