President Jeenbekov instructs to intensify work on transfer of Probation system- judicial reform department head

Bishkek, July 2, 2019. /Kabar/. President Sooronbay Jeenbekov at a meeting of working group on judicial reform’s monitoring instructed to intensify work on the transfer of the Probation system from the State Service for Execution of Punishment (SSEP) of the Kyrgyz Republic to Justice Ministry, Sanzhar Isabayev, the Head of judicial reform and legality department of the Office of the President of the Kyrgyz Republic told journalists.
He said that a new legal system has come into force. "In this regard, a special working group, created to monitor judicial reform, analyzed activities of new system. The results were presented to President Sooronbay Jeenbekov," Isabayev said.
Isabayev said that, all the problems found during the analysis were on the agenda. First of all, there are shortcomings in the judicial system in terms of digitalization. Second, the Unified System of Violations (USV) has not court proceedings or proceedings related to the execution of punishment. The third is probation. This process also revealed deficiencies in funding and organization. Besides, probation is under the SSEP, but its transition to the Ministry of Justice is planned by January 2020.
"The President has given instructions and recommendations. Sooronbay Jeenbekov instructed to activate the work on the transition of the probation system from the SSEP to the Ministry of Justice. The President also criticized the work of the USV in terms of software, etc.," Isabayev said.
Probation is a period of supervision over an offender, ordered by the court instead of serving time in prison.
In some jurisdictions, the term probation applies only to community sentences (alternatives to incarceration), such as suspended sentences. In others, probation also includes supervision of those conditionally released from prison on parole.
