Sooronbay Jeenbekov: Reform is essential for country

Bishkek, July 2, 2019. /Kabar/. "We have a commitment to society to build a fair and transparent judicial and legal system," President of the Kyrgyz Republic Sooronbay Jeenbekov said at a meeting on judicial and legal reform in the country.
Participants of the meeting discussed the issues of digitalization of pre-trial and court proceedings, introduction of institutes of "investigative judge"and "probation", the current state of the Unified Register Violations, the press service of the Kyrgyz President reported.
The Kyrgyz President noted the judicial and legal reform was caused by the fact that the issues of eliminating corrupt practices have not been resolved to this day. He pointed out the problems and stressed the need to intensify measures to accelerate the ongoing reform.
"Law enforcers are not switching to a new format of work and, for fear of errors, are not using the innovations. Some responsible persons still do not understand the concept of reform," Sooronbay Jeenbekov said.
He drew attention to the public fears that the introduction of judicial and legal reforms in the country may remain only on paper.
The President noted the importance of timely financing of all organizational activities, efficient use of allocated funds, clear planning for the near future.
"There are cases of delayed funding, no reform plan. Their solution needs additional efforts, and there are no principled obstacles. The reform is essential for the country," President Sooronbay Jeenbekov said.
At the meeting, the members of the expert working group presented information on the results of monitoring in implementation of judicial and legal reform measures in the first half of 2019.
Chairwoman of the Supreme Court Gulbara Kaliyeva, Prosecutor General Otkurbek Zhamshitov, Deputy Prime Minister Jenish Razakov, Internal Minister Kashkar Dzhunushaliyev, Chairman of the State Committee for National Security Orozbek Opumbayev, Chairman of the State Service for Combating Economic Crimes Security Bakir Tayirov, Chairman of the State Service for Execution of Punishments Melis Turganbayev and Chairman of the State Committee of Information Technologies and Communications Dastan Dogoyev presented information on agencies’ activities.
Following the results of the meeting, the relevant protocol recommendations and instructions were given to speed up the judicial and legal reform process in the country.
Also, President Jeenbekov instructed the Government to promptly develop a road map and ensure its further implementation.
New codes, providing for the introduction of new institutions, digitalization of the investigation room and courtrooms, etc.came into force on Jan. 1, 2019.
In this connection, the special expert working group has been set up and is operating to monitor the effective implementation of judicial and legal reform at the initiative of President Sooronbay Jeenbekov.
