AKIPRESS.COM - Ombudsman of Kazakhstan Askar Shakirov appealed to Minister of Education and Science of the country after new rules of admission of children to the first grade of general education schools were introduced, the Ombudsman's press service reported. The new rules were introduced on January 1, 2019 and require admission of children to school from the age of 6, which sparked a public dispute.
In his appeal, Shakirov noted that most countries practice a 6-year schooling, which confirms a logic of the new transitions in this system.
However, Shakirov said a practical transition to a 6-year age schooling in Kazakhstan also requires people's understanding of administrative offences in case of non-compliance with the new rules.
The ananlysis of public appeals shows that introduction of new norms was unexpected. The citizens claim they were not ready for the new rules.
A lot of parents believe that their 6-year-old children are not psychologically and physically ready for the study without the necessary preparation.
In this regard, the Ombudsman proposed the Ministry to reconsider the situation and take measures on a positive resolution of the problem.
