Bishkek, July 23, 2019. /Kabar/. The Concept of inclusive education development in Kyrgyzstan for 2019-2023 has been approved. The relevant decision was signed by Prime Minister Mukhammedkalyi Abylgaziev, the press service of the Government said.
Together with the Concept, the Program of inclusive education development in the Kyrgyz Republic for 2019-2023 and the Action Plan for its implementation were approved.
The Concept of inclusive education development was developed in order to implement the right of every child to education in accordance with the norms of the UN Convention on the Rights of the Child and the Constitution of the Kyrgyz Republic.
The document defines the provision of inclusive education as a priority area for the implementation of the state educational policy.
As part of the implementation of the Concept and Program of inclusive education development, it is planned to improve the existing legislative framework to meet the educational needs of children with disabilities, to widely inform the population about inclusive education, to introduce measures to support children in the educational process through the creation of various services, to train specialists at a new level, and to improve the qualifications of teachers, creation of training and resource centers for the education and upbringing of children with disabilities, and the introduction of the position of "nurse" in the staff of general education organizations for the medical support of children, who previously had contraindications for studying in mass schools.
Currently, 14 special preschool and 18 special general education establishments, covering a total of more than 5,000 children aged 3 to 18, are in operation to provide education for children with hearing, speech, vision and intellectual disabilities.
