State Agency for Land Resources established in Kyrgyzstan

Bishkek, Aug.1, 2019. /Kabar/. The State Agency for Land Resources is established in Kyrgyzstan, Prime Minister Mukhammedkalyi Abylgaziev has signed the relevant decision, the Government’s press service reported.
The State Agency for Land Resources under the Government is established for the purpose of effective management of land resources and land legal relations, formation of a full-fledged geo-information system on land resources and real estate, ensuring uniformity in the application and observance of land legislation, timely and qualitative performance of topographic, geodetic and land surveying works, related to the delimitation and demarcation of state borders, registration of rights to real estate.
Note, that before the reform of the state administration bodies of Kyrgyzstan in Oct. 2009, a unified and effective system of land resources and real estate management - the State Agency for Registration of Rights to Immovable Property under the Government was functioning.
Signing the decision to create the new agency, Abylgaziev stressed that as a result of the reform of the state administration, carried out 10 years ago, the unified state system of land resources management and registration of rights to real estate has been divided.
The prime minister said the units transferred to the jurisdiction of various ministries and departments have not yet been able to function fully, as the tasks and functions of the above ministries and departments do not correspond to the main direction of activities of these units.
"At the same time, the policy of land resources and land relations management should be concentrated in a single body of state administration. Taking all this into account, it was decided to create a State Agency for Land Resources under the Government of the Kyrgyz Republic on the basis of the Department of Cadastre and Registration of Rights to Immovable Property under the State Registration Service," Abylgaziev emphasized.
The establishment of the State Agency for Land Resources under the Government will not entail additional financial expenditures from the national budget.
