AKIPRESS.COM - Kazakhstan from July 1, 2019 has introduced new rules of trading firearms, Sputnik Kazakhstan reports. One of the terms of this document makes it difficult to buy self-defense ammunition, as a consumer must provide a package of documents, including license of absence of medical problems.
In this way, some people with disabilities and the elder ones are deprived of opportunity to purchase a pepper spray even, the report says.
"Such measures are aimed at prevention of crimes using weapons that are bought without permits of the law enforcement bodies," Chairman of the Administrative Police Committee of the Interior Ministry Maksat Baibolov told reporters.
Now one must provide the following documents for purchasing firearms:
- identity card;
- certificate of clean criminal record;
- certificate No. 108 on the absence of medical contraindications to gun ownership;
- a certificate stating that a citizen has the rules for safe handling of weapons.
Vice president of the Koramsak weapon association Sergey Katnov believes that the new rules for purchase of pepper sprays left disabled people without defence.
"A lot of people remained undefended. Disabled people, for example, will not go to medical examination due to bad sight. They just will not be able to protect themselves," he noted.
