Bishkek, Sept.5, 2019. /Kabar/. The Main Department of Information Technologies and Communications of the State Service for Punishments Execution (SSPE) has been established in order to implement the decree of Kyrgyz President Sooronbay Jeenbekov "On Declaring 2019 the Year of Regional Development and Digitalization", as well as programs in various areas of activity of the SSPE.
The SSPE's press service reported that the Department ensures the clear and uninterrupted transmission of messages for the continuous management of agencies by means of wired and radio communications, provides reliable security of facilities by means of security technology, and monitors and supervises facilities by means of video surveillance systems.
The SSPE’s Main Department has also established the Center for Provision of State Services in the Unified Window mode.
"A new format of services for citizens, based on the Unified Window principle, is being launched in order to optimize the system of public services, simplify access to them by citizens, reduce the time of service provision and the number of procedures, as well as improve the quality of services provided," the press service of the SSPE said.
In order to ensure the full functioning of the SSPE Monitoring and Analysis Center and the Center for State Services, international donors were involved and assistance was provided in purchasing equipment from UNODC for a total amount of KGS 4 million 80 thousand 490.
The OSCE Office in Kyrgyzstan has also been provided with estimates to assist in the acquisition of additional equipment and supplies in the amount of KGS 717 thousand 960.
UNODC was additionally provided with an estimate to assist in the acquisition of video surveillance systems for 10 institutions of the SSPE for a total amount of KGS 2 million 419 thousand.
Kyrgyz Prime Minister Mukhammedkalyi Abylgaziev thanked partners for their support of the reforms carried out in the country.
"In1994, Kyrgyzstan has ratified an agreement within the UN on human rights to prevent violence against everyone. And at the same time with other changes, reforms are being introduced to the SSPE system," he said.
As a result of the establishment of the SSPE Monitoring and Analysis Centre, the safety of SSPE staff will be ensured, as well as the reduction of violations by staff and special contingent of State Agency institutions.
