AKIPRESS.COM - School education is free in Kyrgyzstan in fact, except for schools where parents co-finance pay supplements for teachers, MP Eugenia Strokova said at a roundtable discussion today in Bishkek.
The lawmaker has suggested to set the fixed size of parental contributions for schools.
"The Prime Minister said in one of his speeches the government does not know where the money from public foundations administering parental contributions go. I have asked my colleagues to carry out a tough experiment - to refuse from parental assistance so that the Prime Minister will see where the money goes. Then all these problems, especially in autumn and winter, will rest on the shoulders of the Prime Minister. Probably he will do something then finally and will change his attitude to the public foundations and education on the whole," MP Strokova stated.
The lawmaker noted the infrastructure of schools allows to create good learning environments, but infrastructure is not included into the education concept.
"We should define what is included into education and stipulate that at the legislative level, she suggested.
Education is free in fact in Kyrgyzstan, except for schools where parents pay for teachers' pay supplements, she added.
"In one school parents contribute 100 soms a month into public foundation, in another - 1,000 soms. This is why we suggest to differentiate education and related infrastructure and supplies. Probably then we will be able to set one co-financing sum size," the MP said.
The lawmaker emphasized parents should know for what purposes their money is spent.
Education expert Keneshbek Sainazarov, member of the public supervisory board at the Ministry of Education and Science, said according to polls in local media, 75% of parents said they are ready to co-finance schools. "Parents know the situation of schools. If parents can't pay contributions, they could participate in life of school in other ways," the expert suggested.
