AKIPRESS.COM - "How much funding was allocated for education sector in 2018? How many budget items were financed?" MP Eugenia Strokova asked the government at the plenary session of the Parliament of Kyrgyzstan yesterday during consideration of the government's report on 2018 budget implementation.
"You know that financing of education sector is growing yearly. In 2018 financing made near 30.7 billion soms," the Prime Minister replied but was then interrupted by the MP who asked what budget items were financed and to what degree.
Vice Prime Minister Altinai Omurbekova said 11 budget items are financed in total, including salaries, social contributions, public utilities, purchase of textbooks, in-service training of teachers and others.
"You probably mean standards of normative financing. We do not finance them at 100%," Vice PM Omurbekova said.
"As far as I know the budget for 2020 foresees financing of 6 items. What items were cut then?" MP Strokova asked.
Finance Minister Baktigul Jeenbaeva responded decrease of financing will not happen since pay increase will be financed.
MP Strokova was unsatisfied with the answer and said the government members did not understand what she was asking.
"Well, I will say, 6 items are financed in 2020. In 2018 I do not know what items were financed. They were not financed for 100%. Repair is financed for 24% only. You, [Prime Minister] Muhamedkaliy Duishekeyevich, have provoked instability in education. You impede to work of school principals when you say you do not know for what purposes parental contributions are spent. You know that in the Soviet Union time 26 items were financed. You finance just 6 items. How the remaining expenses are financed then?" MP Strokova asked the Prime Minister.
Vice Prime Minister Altinai Omurbekova said the Prime Minister gave the task to the Ministry of Finance and the government to achieve 100% of financing by 2022 at least. She agreed that parents support schools a lot. The Vice PM added 21 items are financed in total, 11 items are financed from the national budget and on some items parents provide support. "Our position is that we should ensure 100% financing. We have made analysis now what finances are needed in fact for each child," the Vice Prime Minister said.
MP Strokova then accused Vice Prime Minister Omurbekova of lying when she said 100% financing of schools will be ensured.
"You said you were ready to resign. But with such incompetence you should have resigned a long time ago," the MP told the Prime Minister.
"Eugenia, I did not get what you are talking about. Education is number one priority in the state. Schools and kindergartens are built. Pay increase is provided for teachers. I did not guess even what you are talking about," the Prime Minister said.
"For this reason you even do not guess that education does not mean only school building. This is why I am talking about your incompetence in education and health sector as well," the MP slammed.
The Prime Minister has asked the lawmaker to explain in writing what she wants. "I will reply," the PM promised.
"Ask schools what expenditures they have every day to support work of schools. You should learn the same from kindergartens and universities. Learn how normal sound organism should function. You do not know this. You are talking about salaries and some trips. Schools need chalk, blackboard dusters, computers, guards, surveillance cameras you force to install at schools and provide no financing for that," the MP said.
Prime Minister Abilgaziyev suggested a meeting for Strokova. "You speak on emotions. I did not understand what you are talking about," he said.
Speaker Jumabekov explained the question is about foundations at schols administering parental contributions and that the MP asked the Prime Minister's opinion about parental support of schools.
