AKIPRESS.COM - The parliament committee for social issues, culture, education, science and health care passed in the second reading draft law on assigning the status of a cultural symbol to the traditional Kyrgyz hat called ak kalpak. The government representatives read out the conclusion, which said that draft law limits the rights and freedoms of citizens.
One of the bill initiators MP Ekmat Baibakpayev apposed the government's position and asked is there legislative provision, which envisages punishment for misuse of kalpak.
MP Almazbek Toktorov agreed with his colleague and asked how the current bill limits the rights and freedoms of citizens.
The representative replied that draft law in contradicts the Article 18 of Constitution of Kyrgyzstan.
MP Toktorov was outraged and asked to clarify whose rights were limited by this bill.
