AKIPRESS.COM - Chairman of the Chui-Bishkek territorial department on environmental protection Emil Umaraliyev voiced a number of proposals on resolution of smog problem at the session of the Bishkek City Council today.
One of his proposals is returning tech inspection of vehicles.
According to him, 1.3 million units of cars are driven in Kyrgyzstan.
Umaraliyev also suggested to:
- relocate public administration buildings to a satellite city;
- introduce CHPP-2. This requires 200 million soms;
- introduce preferential tariffs for the population on the use of electric and gas heating. Out of 47 housing estates, 23 housing estates are gasified. But mostly gas is used for cooking. It would be possible to introduce preferential rates for the winter for Bishkek, he suggested.
- reduce tax for electric cars or hybrid cars;
- develop loan mechanisms for energy-saving technologies for the winterising of houses in the capital;
- increased funding and co-financing of environmental measures in the city of Bishkek. 70 million soms were allocated annually for these purposes before. Since 2017, the funding started decreasing.
In 2019, no funds were allocated for these purposes, according to him.
