UNODC-WCO Global Container Control Programme enhances capacity of Port Control Units in Central Asia

AKIPRESS.COM - UNODC Regional Office for Central Asia conducted series of mentorship programmes for the members of Port Control Units (PCU) in Kazakhstan, Kyrgyzstan Turkmenistan and Tajikistan under the UNODC - World Customs Organization (WCO) Global Container Control Programme (CCP). The purpose of the training was to strengthen theoretical and practical skills of PCU members in profiling and inspecting high-risk consignments, as well as utilizing modern Customs control techniques. UNODC and WCO experts acted as mentors for the training, UNODC said. Taking into consideration the practical nature of the programme, the mentioned trainings were organized for Customs and other border control agencies at the PCU premises in the "Altynkol" Customs post in Kazakhstan, Customs Central Apparatus in Bishkek and Southwestern Customs in Osh, Kergyzstan, Ashgabat International Customs Terminal and Turkmenbashy International Seaport in Turkmenistan, Dushanbe-2 Customs post and the "Nizhniy Pyanj" Customs post in Tajikistan.
These mentorships are part of CCP's four-staged training approach and organized to warrant sustainability of the programme and to ensure that officials who become new part of the units are being adequately trained and have the same level of skills as their colleagues.
Experienced UNODC WCO expert shared their knowledge on profiling and selecting high-risk consignment, risk indicators, analysis of cargo documents and inspection of the containers/consignments, modern tools of inspecting the drugs, rip-off, rip-on, concealments and safety and security measures. The theory sessions were accompanied by practical exercises on profiling shipping documents, inspecting containers, vehicles, railway wagons and information exchange via secure communication system "ContainerComm."
The CCP Regional Segment for Central Asia is funded by the Government of Japan, the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Program.
