State of emergency in Osh. Mass events banned

AKIPRESS.COM - President Sooronbai Jeenbekov today signed the order declaring the state of emergency in Osh, Nookat and Kara-Suu districts of Osh region, the president's press service reported.
The order stipulates the following:
"The World Health Organization on March 11 declared spread of the COVID-19 coronavirus infection a pandemic.
Between March 18 and 23, 16 cases of coronavirus infection were confirmed in Kyrgyzstan, including 4 cases in Osh region.
In line with the point 2 of the part 9 of the article 64 of the Constitution, articles 3, 4 and 7 of the constitutional law on state of emergency, exceptionally in the interest of protection of life and health of citizens, their safety and public order, with the purpose of prevention of coronavirus infection from spread to other parts of the Kyrgyz Republic, I order:
To declare the state of emergency in Osh, Nookat and Kara-Suu districts of Osh region from 8.00 am of March 25 until 8.00 am of April 15.
To designate Osh region police department chief Malik Nurdinov as commandant of Osh city, Nookat and Kara-Suu districts of Osh region for the period of the state of emergency.
To establish the commandant's office on the territory of Osh, Nookat and Kara-Suu districts of Osh region to support the state of emergency.
To approve the provision on the commandant's office for Osh, Nookat and Kara-Suu districts of Osh region.
To designate the following extreme measures, temporary restrictions of rights and freedoms of citizens and their additional duties on the territory of Osh, Nookat and Kara-Suu districts of Osh region:
1) introduction of a curfew;
2) declaration of a special entry-exit regime of citizens;
3) prohibition for certain citizens to leave their houses (apartments) or points of observation or treatment within the established period of time;
4) involvement of police forces and military into protection of public order, strategic facilities and facilities supporting life of the city;
5) prohibition of spectacular, sport and other mass events, as well as strikes, rallies, meetings, street marches, demonstrations, pickets;
6) expulsion of public order disrupters not living in the given area, including foreign nationals, to their place of permanent residence or outside the area under the state of emergency;
7) establishment of a special order of work of companies, enterprises and organizations producing and supplying food products;
8) prohibition of dismissal of workers based on voluntary resignation, except for serious reasons;
9) introduction of quarantine and taking other sanitary and epidemiological actions;
10) use of resources of government-owned enterprises, organizations and companies to prevent coronavirus infection from spread;
11) involvement of citizens able to work into prevention of coronavirus infection from spread with mandatory observance of their labor and health protection requirements;
12) introduction of control over mass media in case media organizations exacerbate tension in the area where the state of emergency was declared;
13) introduction of special rules of use of communications;
14) restriction of movement of vehicles, including foreign, their inspection, except for vehicles of diplomatic missions;
15) check of documents in places of mass gathering of citizens;
16) regulation of private events (weddings, birthdays and others);
17) introduction of additional duties for citizens in the areas where the state of emergency was declared:
- taking timely measures to protect own safety;
- taking safety actions in everyday activities, not taking actions that may lead to spread of coronavirus infection;
- studying rules of use of individual protective items;
- providing assistance to government agencies and organizations in prevention of coronavirus infection from spread;
- informing relevant government agencies about threat of coronavirus infection spread.
The commandant will take exhaustive measures to prevent coronavirus infection from spread, to ensure safety, protection of life and health of citizens on the territory of Osh, Nookat and Kara-Suu districts of Osh region.
The Ministry of Health, Ministry of Interior, State National Security Committee, General Staff of Armed Forces, other line agencies and local authorities will provide all possible assistance to the commandant using all available resources and forces to ensure safety, protection of life and health of citizens, to prevent coronavirus infection from spread to other parts of the Kyrgyz Republic.
The Supreme Court will have the right to change the territorial jurisdiction of civil, criminal, administrative cases, cases on offenses, pre-trial cases on the territory of Osh, Nookat and Kara-Suu districts of Osh region for the period of the state of emergency.
The General Prosecutor's Office will:
1) oversee compliance with the laws in implementation of the measures and temporary restrictions introduced by the given order;
2) have the right to change jurisdiction set forth by the law on the territory of Osh, Nookat and Kara-Suu districts of Osh region for the period of the state of emergency.
During the period of state of emergency with the purpose of exclusion of escalation of tension the mass media will publicize the information provided by the commandant.
The given order will be forwarded to the Parliament of Kyrgyzstan.
The order becomes effective since the moment of its signing."
