This flight is intended for Russian citizens registered with the public service portal and living in Moscow city and Moscow, Vladimir, Ivanovo, Kaluga, Ryazan, Smolensk, Tver, Tula, Yaroslavl, Bryansk, Orel, Lipetsk, Tambov, Voronezh, Kursk, Pskov, Novgorod, Vologda, Kostroma, Nizhny Novgorod, Penza regions and the Republic of Mordovia.
The list of citizens for this flight was compiled based on the appeals the Embassy received.
