AKIPRESS.COM - Kyrgyzstan declares a state of emergency in the cities of Bishkek, Osh and Jalal-Abad, as well as Nookat and Kara-Suu districts of Osh region, and in Suzak district of Jalal-Abad region.
The move came following the meeting of President Sooronbai Jeenbekov with Speaker Dastanbek Jumabekov, Prime Minister Muhamedkaly Abilgasiyev and Supreme Court Chief Gulbara Kaliyeva.
The state of emergency will be introduced from 8am March 25 until 8am April 15. Commandant's headquarters were set up in these cities and districts.
Logistics of heavy trucks with food and other consumer goods must be paid special attention when crossing sanitation and quarantine posts in the regions.
Earlier Prime Minister of Kyrgyzstan Muhamedkaliy Abilgaziyev endorsed announcing an emergency situation in Kyrgyzstan over the coronavirus spread from March 22 for one month.
As of today, the total number of coronavirus cases has reached 16 in Kyrgyzstan.
The state of emergency allows the state bodies to use of such extreme measures as restriction of exit and entry of citizens; seizure of weapon and ammunition from citizens; prohibition of rallies, demonstrations, marches and other mass events, strikes; declaration of quarantine and other mandatory epidemiological actions; restriction for movement of cars; introduction of a curfew; check of documents; regulation of financial operations.
In the state of emergency, the General Staff of the Armed Forces is the supreme body of governance and coordination of forces and resources of police, national security agency, civil defense and other government agencies and local authorities involved into ensuring national security.
According to the constitutional law on state of emergency, the state of emergency is a temporary measure declared either throughout Kyrgyzstan or in some parts for safety considerations and protection of constitutional order. It is a special regime of functioning of central government and local authorities allowing to restrict rights and freedoms of citizens, foreigners and stateless persons, legal entities and imposing additional responsibilities.
