AKIPRESS.COM - President Sooronbai Jeenbekov signed the objections to the law on manipulation of informaiton that was passed by the Parliament of Kyrgyzstan on June 25.
The President supported the concept of the law - the need to protect rights and freedoms of each citizen from inaccurate and false information spread across Internet and outlined his objections to the law, the president's press service reported.
"Freedom of expression and freedom of informaiton are one of fundamental human rights guaranteed by the Constitution and several international and regional human rights treaties and play a key role in development of the democratic society," the President said.
"The main law of our country obliges citizens to respect rights, freedoms, honor and dignity of others. Each has right to privacy, respect and protection of honor and dignity," he said.
"False and inaccurate information spread via social media pose threat of harm to life and/or health of citizens, public order and/or public safety, infringe rights or interests, rights and freedoms of citizens protected by the law," the President said.
In view of social importance of this issue and provision of its complete regulation, the President suggested rework of the wording of the law in terms of its subjects, mechanisms of implementation and technical aspects of regulation of the law with involvement of experts, representatives of line government agencies, civil society activists.
"I find it necessary to consider this law from perspective of human rights, implemented public policy, technical possibilities and sustainable development of the state," the President said.
"In accordance with the Constitution, I return the law on manipulation of information passed by the Parliament of Kyrgyzstan for rework," the President said.
