- removal from post in the order foreseen by the Constitution;
- when president cannot perform duties due to illness or death.
What is the procedure of impeachment?
The Parliament of Kyrgyzstan brings charges against the President at the initiative of at least one third (40 MPs) members of the Parliament.
The Parliament sets up a special commission that prepares conclusion on brought charges.
The General Prosecutor proves with his conclusion presence of signs of crime in the President's actions.
The Parliament makes the decision whether to bring charges against the President to imeach him with the majority of votes.
The Parliament will then make the decision on impeachment of the President with at least two thirds of votes (80 MPs).
What is timing for impeachment?
There is no minimum time for impeachment procedure. Theoretically, all procedures may take one day. However, the period between the brought charges and the decision on impeachment should take no more than 3 months.
If no decision is made within this period, the brought charges will be considered dismissed.
Who will head the country in case of impeachment of the President?
The Parliament Speaker will perform presidential duties until election of a new President in case termination of the President's powers ahead of term.
In cases when the Speaker can't perform presidential duties, the Prime Minister or person acting as Prime Minister will perform presidential duties.
Snap presidential elections will be held within 3 months after termination of powers of the President.
None of Presidents of Kyrgyzstan was impeached so far. In June 2019, ex-President Atambayev was stripped of immunity. The procedure resembling impeachment took 15 days.
On 12 June 2019, more than 40 MPs came up with the initiative. A special commission was set up on June 13. On June 20, the Parliament brought charges against Atambayev. On June 27, the General Prosecutor read out the conclusion and the Parliament stripped Atambayev of his status the same day.
