AKIPRESS.COM - According to the article 66 of the law on procedural rules of the Parliament of Kyrgyzstan, during discussion of the draft law on scheduling the referendum it is not allowed to introduce changes into the draft law on constitutional changes, Ata Meken faction leader Omurbek Tekebaev reminded twice during Azattyk live streaming yesterday. When MP Tekebayev said this first time, other speakers during the live, including Vice Chief of President's Administration Bektur Zulpiev and Vice Speaker Mirlan Bakirov, did not comment on that.
Second time MP Tekebayev asked Vice Speaker Bakirov.
"Vice Speaker Mirlan Bakirov knows the procedural rules of the Parliament well. Do the procedural rules contain such notions as approximate draft, basic draft of the law?" Tekebayev asked Bakirov.
"No, there are no such notions. The concept of the draft law is considered first, the final draft is then developed at the meeting of relevant Committee of the Parliament," Vice Speaker Bakirov said.
"Right, this is in case of an ordinary draft law. But in case of constitutional amendments, it is prohibited to make changes, since even one comma may distort the Constitution. Am I right?" Tekebaev asked the Vice Speaker again.
The Vice Speaker gave the affirmative answer.
However, the chief of president's press service Nurgazy Anarkulov issued statement yesterday, saying the basic draft of the Constitution was published for public discussion, which suggests a new government system, and that the final draft of the Constitution will include suggestions voiced during discussions.
