Kyrgyzstan may adopt Moldova’s experience in reforming orphanages and boarding schools

Bishkek, May 20, 2019. /Kabar/. Moldova has been able to form a strong political will of governmental bodies to change the system of children's protection in difficult life situations, Director of the Public Foundation "Child’s Rights Defenders League" Nazgul Turdubekova told during the press conference at Kabar News Agency.
According to her words, a delegation from Kyrgyzstan paid working visit to Moldova on May 12-18 to study the Moldovan experience in reforming residential institutions for children through the development of social services for children in difficult life situations.
Turdubekova noted that Moldova has done a lot of work to achieve these results, which they have now. "During our visit to Moldova, we were informed about the main factors that contributed to the placement of more than 11,000 children in biological families or alternative forms between 2007 and 2017."
Member of Parliament Ainuru Altybayeva said that the number of boarding schools and children staying there has decreased by 5 times over 10 years in Moldova.
"We have got acquainted with the reforms of Moldova and we see that they are also possible in our country and the most important thing is that they should be implemented. 95% of children in the country's boarding schools have the right to be brought up in families. The main goal of all the reforms in the field of children's rights protection is to ensure that every child live and brought up in a family. And the state should provide it with all the necessary conditions," she noted.
Deputy Minister of Labor and Social Development Aliza Soltonbekova noted that Moldova has actively implemented a system of foster families.
"There are little boarding schools in every village. They have an individual plan for each child. I liked the experience of careful analysis of why the child ended up in an orphanage. This analysis allows to choose a special approach to the child, to determine the psychological, financial and pedagogical assistance. At the same time, there is an active work with the family, up to the registration of the child's room. The state provides financial assistance, and there are even payments such as pocket expenses of the child. We have studied all this and would like to offer the management for studying and further implementation," she said..
