Automated analytical system to help to realize child’s right to family-EU project manager

Bishkek, May 27, 2019. /Kabar/. An automated information-analytical system of residential institutions for children will help the Government and the Ministry of Social Development to realize the right of the child to a family, Vladimir Kuzminskii, the European Union project manager told at the round table: "Possibilities of information-analytical system in the process of management of reforming of children's institutions of boarding type."
He said that the process of reforming residential care institutions is very complex and multifaceted, and it takes more than one day to resolve it. The Government of the Kyrgyz Republic has stated its intention to reduce its dependence on residential institutions, and the European Union has provided technical support in this regard. One of the main elements of this framework is the availability of information.
Therefore, the development of this information system was carried out in cooperation with various ministries, in particular the Ministry of Social Development and the Ministry of Health.
"If we want to reform residential institutions, we must clearly understand how many children we have there, where they will go, etc. And that is why we came up with such an idea. The system we present today is unique in the post-Soviet space and has no analogues. The information-analytical system allows to trace in a mode of real time advancement of children in orphanages. We can clearly get the analytics of children, what kind of staff, that is, all the information on residential institutions. This is very important information that will allow the authorities, in particular the Ministry of Labor and Social Development, as the authorized body for the protection of children, to make the right decisions," he said.
