2019 threw out a new challenge for Kyrgyzstan. The country's leadership, headed by President Sooronbay Jeenbekov, seriously promoted the development of the republic through initiatives. One of these initiatives is the Year of the digitization of the country and the development of the regions. Digital technologies are no longer a distant future, and in order not to remain on the sidelines of world civilization, it is vital for them to master and apply them for any state.
Modern information and communication technologies substantially change all social relations, in connection with which we note with confidence that a new, information society is emerging, which is called "digitalization". It shortens distances, globalization occurs, unprecedented opportunities are created for the development of regions. Thus, the modern world is experiencing an information revolution, and large capitals flow from material assets to virtual ones.
President of Kyrgyzstan Sooronbay Jeenbekov resolutely took up the implementation of the main task - the development of the regions. Over the past year, considerable practical work has been done. This year its planned to fulfill other more complex tasks – to digitize the country so that every remote place could be not indifferent, but on the contrary is involved in all world and regional processes.
Expert Pavel Dementiev told Kabar Agency that this is the most important aspect. "Everything new is usually scary. Uncertainty scares. But after all, few people know that the real development is behind these new transformations, which will give access to a fundamentally high orbit. The effectiveness of achieving the objectives depended and depends on professionally trained personnel who are engaged not only in clarification, but also teach us to practically use those unknown resources that the modern world dictates to all of us," he said.
President Jeenbekov focused on the introduction of modern information technologies in the regions as an essential tool for the implementation of the goals set.
"This is a breakthrough to a certain extent, because before that no one had even thought of talking about it. Now integrated programs have been developed that will be engaged in the implementation of what has been planned, maybe not immediately, but in stages. It is very difficult to go straight to the digital format, which has not been properly prepared earlier. But it was necessary to start somehow and this process was finally launched. Everyone should wait for the results not right now, and not even in a year or two, but in the next five years, Kyrgyzstan can be transformed dramatically and we will see the results of this painstaking work. After all, what is the information world – it is the ability to receive information, process it and use it for the purpose of improvement. Thanks to possession of the necessary information at this stage many important issues are resolved. And the main thing is that many farmers, educational institutions, and whole village councils will be involved in modern processes and get access to the global network through which domestic IT specialists will develop and implement new programs for the development and improvement of new methods in various fields of science and technology," said the expert.
The president noted that, 189 services are already being digitized through the Tunduk electronic system. This system will eliminate the human factor, eliminate bureaucratic obstacles to retirement, receiving remuneration for childbirth and other benefits. This will eliminate corruption elements.
"Digitalization is essentially one of the key factors for development, both of the country as a whole and of the regions in particular. Without reaching a new level of interaction, it is impossible to talk about any development. This is clearly understood by the president. Therefore, he makes a special emphasis on this. This topic is very relevant and the fact that it touches the most important link - children and all human capital. President Jeenbekov stated that it is important to continue to connect regions to the Internet, so that it would be of high quality and uninterrupted in all educational institutions of the country. It is time to bring the national, public and civic consciousness to a fundamentally new level. This speaks of the increased share of responsibility of the new leadership of the country," said expert Pavel Dementyev.
Recently President Sooronbay Jeenbekov met with his advisor, chairman of the State Committee for Information Technologies and Communications Dastan Dogoyev and director of the state-owned enterprise "Center for Electronic Interaction" at the State Committee for Information Technologies and Communications Nuriya Kutnaeva.
The President was provided with information on the implementation of the tasks of digital transformation of the country and the sides discussed topical issues on the implementation of the Sanarip Kyrgyzstan digital transformation concept, as well as the implementation of decisions of the Security Council of the Kyrgyz Republic of Dec. 14, 2018.
President Sooronbay Jeenbekov stressed that citizens should feel the results of digital transformation in everyday life. The president noted, the exclusion of the human factor in the provision of public services is a major task. Maximum comfort will be created for the population and business due to the development of digital technologies.
Dastan Dogoev told about priority projects and the current situation on digitalization in general, the introduction of digital technologies in the provision of public services to citizens. He said that in the near future, 189 state services will be transformed in electronic format, which allows covering more than 500 thousand citizens of the country and reducing the queues at public service centers by 30%.
Dastan Dogoev added that by the decision of the Government, a republican headquarters on digitalization was formed to promptly resolve emerging issues in this direction.
For her part, Nuriya Kutnaeva informed that today 60 government agencies and subordinate departments are connected to the Tunduk interdepartmental electronic interaction system.
It is worth noting that in July 2018, 18 government agencies were connected to this system. In addition, to date, 71 electronic databases have been introduced in 24 state bodies. By the end of 2019, it is planned to introduce 80 databases, which will translate about 2 million inquiries between ministries and departments into electronic format and significantly reduce time costs and financial expenses per paper.
President Sooronbay Jeenbekov entrusted to increase the number of state services in electronic format by the end of the year, introduce the "Sanarip aimak" program and strengthen coordination among government bodies on digitalization issues.
The tasks are set, now it is important to fulfill them, but this should be done without haste. There is time for the implementation of the plans. It is important to prioritize the quality of their implementation.
