Bishkek, Aug. 16, 2019. / Kabar /. The Government of Kyrgyzstan plans to conduct a national campaign for documenting the population, under which citizens can receive a birth certificate in a simplified manner till Dec. 31, 2019 without paying fines. The details of the implementation of this campaign were discussed at a meeting held by Vice Prime Minister of the Kyrgyz Republic Altynai Omurbekova.
She recalled that at the moment about 1200 children do not have a birth certificate. The purpose of this campaign, planned by the Government in conjunction with the UN Children's Fund, so that there are no "invisible" children, children without documents.
"The topic of documenting children reveals another important issue. In most cases, the parents themselves do not have documents or passports, respectively, they can not get a birth certificate for children. The Code of the Kyrgyz Republic on violations contains article 275 "Violation of the terms for registration of the birth of a child" and violation of this period shall entail a warning or a fine of KGS 1,000. Some parents delay the documentation of their child because of the fine, which in turn entails a number of problems for the children," said the vice prime minister.
Omurbekova suggested that the Ministry of Justice of the Kyrgyz Republic consider the possibility of excluding article 275 from the Code of the Kyrgyz Republic on violations, because parents are a priori interested in receiving documents in order to arrange a child in kindergarten and receive benefits.
At the same time, the Ministry of Health of the Kyrgyz Republic was instructed to provide information to the relevant authorities if women without documents are hospitalized at the maternity hospital to find information about it in the database and promptly prepare documents for the child.
At the meeting, it was announced that in the near future the interdepartmental mobile group will begin work on the documentation of children.
Following the meeting, Omurbekova noted that active work should be carried out as part of the national campaign for documenting the population.
Employees of the Ministry of Labor and Social Protection and the Ministry of Education and Science, local authorities will carry out explanatory work among the population that documents for children can be obtained in a simplified manner and without a fine.
