The Kyrgyz Republic celebrated its 28th independence on Aug.31. This fateful decision was taken on Aug. 31, 1991following the events in Moscow connected with the attempt of the State Committee on the State of Emergency to take power into their own hands. Then the Kyrgyz Republic was one of the first to oppose the conspiracy.
Historian Igor Eremin told Kabar News Agency that, "the events that happened back in 1991 were tragic on the one hand, because the great state collapsed and the process of fragmentation began. In fact, there was a fear for the near future of the Union republics, which were confronted with a fact.
On the other hand, it became possible to try to go their own way, other prospects for entering the international arena opened up. Opportunities appeared to bring national economies from a small town to the world level. But so far, experts cannot come to a consensus. Someone speaks about the positive moment of the events, someone takes a sharply negative position. There is still no exact definition of the events of 1991. But in any case, the fact remains, and many can now say that history has judged correctly, especially considering the recent successes of the young powers. "
After the fall of the Emergency Committee, on Aug. 23, a rally of democratic forces of Kyrgyzstan was held in the central square of Bishkek, bringing together more than three thousand people. The participants of that meeting took a decision there to ask the Jogorku Kenesh to rename the central square from Lenin into Ala-Too Square, and to rename Dzerzhinsky Boulevard Erkindik Boulevard, which in Kyrgyz means "Freedom". And on Aug. 26 in Moscow at a session of the Supreme Soviet of the USSR immediately after the speech of Russian President Boris Yeltsin, the floor was given to President of Kyrgyzstan Askar Akayev.
On Aug. 31, 1991, an extraordinary session of the Supreme Council of Kyrgyzstan, one of the first republics of the Union, adopted a resolution on the "Declaration of State Independence of the Kyrgyz Republic", according to which it was declared an independent, sovereign, democratic state.
After gaining independence, Kyrgyzstan immediately declared its adherence to the universally recognized principles of international law, friendship and cooperation between peoples, and the steady observance of obligations previously assumed. The Declaration called on the parliaments of the Union republics and countries of the world community to recognize the independence of Kyrgyzstan.
"This is a fairly standard procedure for many countries that declared their independence, thereby integrating into world political processes. It should be noted that the leadership of the country of that period was in a very difficult situation, when it was necessary to write its own Constitution, solve interethnic problems, build new political contacts, and establish economic ties. All this literally fell on their shoulders, but Kyrgyzstan was able to take weight, speaking in the terminology of weightlifters. Now we see how Kyrgyzstan is changing every year. Today, Kyrgyzstan is a self-sufficient state, with its initiatives, projects that are aimed at developing the future. The main thing is to avoid serious political and social upheaval, which twice threw the republic back. The current political leadership of the country, headed by President Sooronbay Jeenbekov, demonstrates not only his capacity, but is also rapidly trying to move the country to fundamentally new heights, "the historian emphasized.
It is worth noting that the USA, Russia, China and many countries of Europe were the first to recognize independence of Kyrgyzstan. On May 5, 1993, the first Constitution of the Kyrgyz Republic was adopted. In the basic law, Kyrgyzstan was proclaimed a democratic, legal, secular state based on the principles of freedom, independence and unity. On May 10, 1993, Kyrgyzstan introduced for the first time among the countries of the former Union its own national currency - Som.
In 1992, Kyrgyzstan was admitted to the UN and UNESCO. In 1998, one of the first in the CIS, the republic joined the World Trade Organization, and China presented great preferences, which opened up the possibility of re-exporting Chinese goods through Kyrgyzstan to other countries. The republic also began to cooperate with the International Monetary Fund, the Asian Development Bank and the World Bank.
The flag of Kyrgyzstan was approved on March 3, 1992. It is a red canvas, in the center of which is a solar disk with forty rays. Inside the solar disk, a tunduk (seil of Kyrgyz people’s national house) is depicted.
The emblem of Kyrgyzstan was approved on January 14, 1994 according to the resolution of the Jogorku Kenesh:
"The State Emblem of the Kyrgyz Republic presents an image of a white falcon with outstretched wings, placed in the center of the blue circle in a white frame, and located in the background of the lake spurs of the Ala-Too mountains and the rising sun with golden rays placed on both sides of cotton and wheat stalks ears, with the inscription "Kyrgyz" located in the upper part of the circle, and the inscription "Republic" located in the lower part of the circle,"the statement says.
The most important achievement in the development of the country in recent times is the course of the President, which was taken in 2018. For the first time in many years of independence, the country paid serious attention to the regions. 2018 was the starting point of support regarding the regional development of the republic.
"In 2018, the foundation should be laid for systemic changes in the development of regions. This will require the joint efforts of all branches of government, the civil sector. Concrete recommendations are given to the Jogorku Kenesh, the government that directly relates to the development of regions, long-term comprehensive programs for each region will be developed, and standards for planning villages, cities and other territorial units will be approved," President Jeenbekov emphasized.
The main goal of regional policy is to ensure the accelerated socio-economic development of the regions of the republic in order to increase the welfare and quality of life of the population through focal support for the development of supporting territories.
It is also worth adding that President Sooronbay Jeenbekov resolutely took up the implementation of another rather important task - to digitalize the country so that every hinterland could be not indifferent, but on the contrary involved in all world and regional processes.
The head of state focused on the introduction of modern information technologies in the regions, as the most important tool for implementing the goals. This event confirms the main trend - the desire for the growth of the country. Kyrgyz people want and are ready to reach a higher level of development. Therefore, goals and objectives for the development of regions through information technology are on the very top of the political stage. It is worth consolidating all efforts, eliminating all sorts of panic and selfish aspirations, and also taking advantage of this situation as a personal political self-affirmation, and closely tackling the implementation of all the tasks outlined. For the first time in its history, Kyrgyzstan has a real chance to make a significant leap forward, and all citizens and political forces should continue this upward movement.
