Bishkek, Sept.3, 2019. /Kabar/. The first session of the State Commission to study the situation in Koi-Tash village in Alamudun region of Chui Oblast on Aug. 7-8, 2019 was held today, Sept.3.
Deputy Prime Minister Jenish Razakov, who is the Chairman of the State Commission, noted the members of the Commission should objectively and impartially examine all aspects of the event and provide their opinion within one month for further information to the Jogorku Kenesh.
During the meeting, member of the Commission, public figure Tursunbek Akun announced his recusal. He said he can not participate in the Commission's work due to moral and ethical reasons, as well as for a number of reasons, including the fact that he is a witness in a criminal case on the illegal release of criminal authority Aziz Batukayev.
The State Commission’s members discussed and approved the commission's rules of procedure and action plan, and formed the commission's secretariat.
The secretariat of the commission includes Member of Parliament Bakytbek Raiymkulov, Justice Minister Marat Jamankulov, Head of the Department of Defense, Law Enforcement and Emergency Situations of the Government Azamat Arayev, Governor of Chui Oblast Altynbek Namazaliyev, public figures Kubatbek Kozhonaliyev and Alisher Mamasaliyev.
Note that, Prime Minister Mukhammedkalyi Abylgaziev on Aug.29, 2019 signed the decree on establishing the State Commission.
The special forces of the State Committee for National Security conducted a special operation on Aug. 7-8 to detain former president Almazbek Atambayev, which resulted in clashes between law enforcement agencies and Atambayev’s supporters. During a special operation to detain the former president, one soldier of the special forces was killed, over 100 were injured.
Former president Atambayev, 62, is charged in corruption, including the suspected corruption during the reconstruction of Bishkek's thermal power station, the unlawful obtaining of land for building his residential house, and helping release Chenchen criminal Aziz Batukayev during his presidency from Dec. 2011 to Nov. 2017.
The Ministry of Internal Affairs of Kyrgyzstan summoned Atambayev for questioning three times on the case of unlawful release of criminal authority Batukayev, but Atambayev ignored them. Later, Kyrgyz authorities decided to detain him by force.
