Effective work of Probation Institution expected to reduce crime rates: deputy PM

Bishkek, Sept.9, 2019. /Kabar/. "The effective work of the probation institute is expected to reduce crime rates," Kyrgyzstan’s Deputy Prime Minister Jenish Razakov said at the meeting on the activities of the Probation Department, the press service of the Government reported.
Given the importance of this new institution, President Sooronbay Jeenbekov recommended the Government expedite the transfer of the Probation Department from the State Service for Punishments Execution under the Government to the Ministry of Justice.
The Institute was transferred to the ministry on Sept.1 this year.
"There is need to note until 2019 the system of execution of sentences was focused solely on the implementation of the principle of inevitability of punishment. At the same time, the serving of sentences in places of detention often did not lead to the correction of convicted persons and contributed to the recidivism of crime.
As part of the implementation of judicial and legal reform, Kyrgyzstan strives to humanize criminal legislation. This is a completely new institution, which is entrusted with serious tasks. A whole range of measures will be applied to probation clients, from real employment to professional psychological, social and other assistance," he said.
At the meeting it was tasked to provide maximum interagency assistance from law enforcement, the judiciary, the Ministry of Finance, the State Property Management Fund, and other state bodies to the Probation Department under the Justice Ministry.
