Bishkek, Sept.12, 2019. /Kabar/. The session of the Anti-Corruption Council under the Government in new composition was held under the chairmanship of Prime Minister Mukhammedkalyi Abylgaziev, the press service of the Government reported.
Secretary of the Kyrgyz Republic’s Security Council Damir Sagynbayev also took part in the session.
The prime minister noted the Anti-Corruption Council should become a permanent platform for a direct dialogue to discuss the signals on the problems, faced by citizens and businesses from unscrupulous civil servants, excessive regulatory barriers and imperfection of certain legislative acts. Also, this Council will serve as a good platform for the development of appropriate measures and proposals to resolve these problems.
He continued the Government had implemented the first stage of the Safe City project, more than 800 cameras of video surveillance system with the function of face recognition were installed, and the number of traffic accidents has been decreasing by almost 50%.
"Based on this, we believe that along with prevention of corruption, as well as improving the organization of traffic and pedestrian traffic, there is reduction in accidents and a real reduction in the number of traffic violation.
Currently, work is under way to implement the second phase of the Safe City project, which should cover the entire territory of the republic, 7 oblasts, 2 cities of national importance, 15 cities of regional and district significance, and 73 localities in the country," Abylgaziev said.
PM Abylgaziev also noted the work on the digitalization of the country, in the process of which 66 state bodies have been technically connected to the Tunduk system of interagency electronic interaction, 74 databases had been developed and data exchange between 24 state bodies had been ensured.
"An important aspect of the Government's anti-corruption policy is to ensure the principles of openness of state bodies and to strengthen cooperation with civil society in combating and preventing corruption. In this regard, the Government of the Kyrgyz Republic has entered into the Open Government Partnership," stressed the prime minister.
On the basis of the analysis of existing problems and risks, the Government has developed a draft Action Plan of state bodies to combat corruption for 2019-2021, which is aimed not at combating the consequences, but at comprehensive prevention of corruption in state bodies.
In the course of the Anti-Corruption Council, issues related to corruption risks were discussed during the consideration of applications and appeals of citizens, as well as the procedures for conducting unscheduled tax audits, and recommendations were made to the authorized state bodies to eliminate these risks and problems.
