Electronic health passport available on eGov and mGov platforms in Kazakhstan

AKIPRESS.COM - At a press conference on the implementation of the Address of the President, Minister of Healthcare of Kazakhstan Yelzhan Birtanov spoke about the digitalization of the industry, the press service of the Prime Minister reported.
"On digitalization - it is necessary to digitize all paper workflow. This improves the quality of recording, monitoring, efficiency and budget savings. In this regard, this project has been actively ongoing since last year. The level of equipment is quite high. About 97% of jobs are computerized," the minister said.
Large regional centers and cities are fully connected to the Internet. However, there is a problem with access in the countryside. Today, in fact, 95% of the population receive records when applying for medical services in electronic form. The information accumulated in the systems, from 2005 to the present day, has been picked up from all information systems and laid out for each citizen separately in his electronic health passport.
"Every citizen of our country has an electronic health passport. 95% have this entry. If in recent years you applied to medical organizations, were discharged from hospitals, received some examinations, all these records are there. Our task is for this electronic passport to work in real time. If you went to the doctor, dentist, gynecologist, had the tests, all these data should be stored in an electronic passport," said Birtanov.
The electronic passport can be viewed on the eGov platform. In addition, a mobile version has been launched.
"On the mGov mobile application you can see the extract, passport data, which doctor are attached to, and what medical services you have recently received. Starting next March, this information will be updated online. All this information is sufficiently protected in accordance with information security legislation. We have introduced new sections into the draft Code according to which the state assumes responsibility for the safety of this data," explained Yelzhan Birtanov.
According to him, even if you are observed in private clinics and this information is stored in private servers of private clinics, the state is obliged to ensure their safety. The platform where the accounts and passports of Kazakhstanis are located is protected by the state and all entries will be copied there. All private and public companies, information systems are required to transmit this data. In case the company goes broke or if something happens to the server, all data must be saved. The relevant legislative requirement has been developed and submitted to the Parliament.
"Digitalization is a big direction. Due to the fact that all these data are transmitted in electronic form, you can imagine how much data we have already accumulated. We see that huge terabytes of data will accumulate. This allows you to use the artificial intelligence mechanism for machine analysis and data training. We already have certain achievements. In particular, the Health Insurance Fund is currently working on a model where, according to an extract from the medical history, a machine can identify patients at risk of re-hospitalization," said the head of the Ministry of Healthcare.
This, as noted by Birtanov, allows targeted work with potential patients in order to ensure a more complete rehabilitation. General practitioners are targeting them and thereby reducing mortality. According to the minister, there are many such opportunities. The ministry works with such large international companies, including IBM Watson and the International Telecommunications Union.
