Rallies won't be illegal if they do not harm population — Kazakhstan's Ministry of Labor suggests

AKIPRESS.COM - The Ministry of Labor and Social Protection of Population of Kazakhstan proposed a draft law on organization of rallies in the country, Informburo.kz reports.
The bill is published at the Open Government portal.
The document offers that all rallies in organizations regarding the population's lives (railway transport, civil aviation, healthcare, public transport, water provision, electricity, communication) are not illegal, if they do not harm the population.
The new edition of rules allows organization of rallies at the dangerous production facilities under the condition that the organizations keep working.
The draft law also offers to mitigate the punishment for activities that trigger participation in the demonstrations recognized illegal by court. If they do not much violate the human rights and the interests of citizens, the Ministry suggests to consider them not as crimes but as offences.
The draft law is under public discussion until November 12.
