Kazakhstan responds to Kyrgyzstan’s complaints to WTO

AKIPRESS.COM - Kazakh authorities responded to the complaintsof Kyrgyzstan on delays of transit goods heading from Kyrgyzstan to Russia on the territory of Kazakhstan from March 2019, zakon.kz reported. The Kyrgyz side appealed to the World Trade Organization in this regard.
The Kazakh side said the control of movement of dual-use and military goods at the checkpoints of Kazakhstan with the EAEU member states has been carried out from the beginning of 2019. But border and export control issues are not regulated by the EAEU Treaty, as they do not affect the economic integration.
Information about the imported cargos from the EAEU member states is received by tax bodies as a result of a monitoring of the export control services.
As a result of analyses of the document certifications while movement from the territory of Kyrgyz Republic to Kazakhstan and Russia, it was established that the prices for transited goods are heavily reduced, in particular, on goods produced by China 10-70 times, the Kazakh side reported.
In 2019, the Kyrgyz side imported goods to Kazakhstan with documents certifying transit to Russia for more than 4,800 trucks that were accumulated in Kazakhstan without VAT.
191 cases with unreliable information in the documents of goods from Kyrgyzstan were revealed only in November and December, the statement says.
The checks of goods are conducted in line with the norms of the prosecutor's office of Kazakhstan.
Accumulation of vehicles on the Kazakh-Kyrgyz border is connected with the restrictions at the checkpoints during the fruit and vegetable season or after holidays upon arrival of vehicles all at once.
This issue is being resolved by reconstruction of checkpoints and not connected with the extra checks from the Kazakh side.
