AKIPRESS.COM - The draft law regulating peaceful assemblies in Kazakhstan has been submitted to the Majilis for consideration, informburo.kz reported.
The local authorities will provide assistance to rally organizers, Minister of Information and Public Development Dauren Abaev said at the presentation of the draft law on order of organization and conduct of peaceful assemblies.
The notion "regulated order" that was supposed to apple to rallies with more than 250 participants was removed from the bill, Minister Abaev said.
"The President voiced his position concerning this limit, saying it is inappropriate to limit the number of participants of peaceful assemblies. Organizers should inform the authorities about planned number of participants, it is crucial for ensuring their safety. Both organizers and local authorities will be responsible for protection of public order," the Minister said.
He added that local authorities should provide assistance to organizers of peaceful assemblies.
"Local authorities will designate their representatives to provide assistance in organization of peaceful assemblies, including provision of medical and other assistance," the Minister said.
Introduction of the peaceful assembly notion and tightening of responsibility of organizers and participants for unsanctioned rallies will require making changes in two codes and eight laws, he said.
