AKIPRESS.COM - 20 thousand business entities or 130,000 citizens of Kyrgyzstan will return to their jobs from May 1 as part of the first stage of resumption of economic activities in Kyrgyzstan after coronavirus lockdown, said Prime Minister Muhamedkaly Abilgaziyev at the parliament session on April 30.
Workers returning to jobs must follow strictly all sanitary and epidemiological requirements. Premises and offices must be sanitized, all employees must wear masks, he said.
"Heads of enterprises will be responsible. Any violations will be punished," he warned.
The step-wise plan for resumption of economic activities has been prepared by the Kyrgyz government. Reopening of the following entities will be allowed since May 1:
1. Industry and production:
- power companies;
- chemical, oil and gas companies;
- machine building, electrical engineering companies;
- mining companies;
- textile, leather, shoe making companies;
- furniture producers;
- producers of construction materials;
- other industrial companies.
2. Construction sector:
- construction sites;
- contracted works in irrigation, water supply, canals, roads and bridges;
- related works and services.
3. Repair and maintenance of vehicles:
- technical maintenance and repair, including replacement of oil and painting;
- tyre curing and balancing;
- laundry and dry cleaning services.
4. Public and private notaries.
5. Trade:
- online shops (e-commerce), providing delivery services;
- wholesaling and supply of construction materials, except for retail stores;
- wholesaling and delivery of fabrics and accessories, except for markets;
- stores of car spare parts, oil, paints.
6. Hair salons (only cutting, coloring and hair styling on prior appointment).
7. Transportation services by organized taxi services (no more than 2 passengers for one travel).
Reopening of livestock markets will be allowed in remote regions.
The markets in Bishkek, Osh, Tokmok, Sokuluk will remain closed.
Reopening of the following businesses will be allowed since May 11:
1. Financial and other services:
- microfinance organizations;
- insurance companies;
- real estate companies;
- travel agencies.
2. Consumer services:
- plumbing, electrical works, carpenter's services;
- repair of home appliances, devices;
- dry cleaners and cleaning.
3. Trade:
- stores and construction markets;
- markets of car spare parts, oils and paints;
- markets of fabrics, accessories for sewing and leather industries;
- car dealers, except for car markets.
4. Transportation:
- public buses and trolleybuses, excluding minibuses.
"Buses and trolleybuses will be re-launched in case pandemic threat diminishes. Public minibuses are not that safe," the Prime Minister said.
The fourth stage will lead to full resumption of socio-economic activities.
Since May 21, work of the following entities will be allowed:
1. Public service centers
Financial and other services:
- exchange offices;
- pawn shops.
2. Consumer services:
- shoe repair;
- repair and assembly of furniture.
3. Trade:
- shopping centers;
- garment markets and stores;
- car markets;
- related services.
4. Private tutors.
5. Private bath houses and spa centers.
Changes are possible in the plan depending upon the epidemiological situation.
