AKIPRESS.COM - "The meeting of the members of the Parliament held in Ala Archa State Residence on October 10 can not be recognized as session of the Parliament as the quorum required by the Constitution was not met," Vice Speaker Aida Kasymalieva said in a statement issued on October 11.
"Hence, all allegedly made decisions there are illegal and illegitimate. If someone signs these documents as the official resolution of the Parliament, this will be considered as attempted seizure of power," Aida Kasymalieva stated.
There is no resolution of the Parliament on Sadyr Japarov's approval. His approval as the Prime Minister is not supported with any official documents of the Parliament and was not sent to the President Sooronbai Jeenbekov for signing in the order. All the decisions made by Japarov as Prime Minister do not have a legal force, Aida Kasymalieva said.
Almazbek Batyrbekov remains acting Prime Minister, she added.
"I urge all government members to continue performing their duties until formation of a new government," she stressed.
The consultations are held now on time and venue of the session of the Parliament, she added.
"Since Parliament Speaker Dastan Jumabekov resigned, as the First Vice Speaker elected by the majority coalition I assume Speaker's duties. I call upon all political forces and citizens of Kyrgyzstan to respect laws and to refrain from rallies and assemblies in the nearest days in view of the COVID-19 situation and in order to prevent escalation of the situation," Kasymalieva said.
Meantime, the procedural rules of the Parliament of Kyrgyzstan do not mention the position of the First Vice Speaker.
