AKIPRESS.COM - Minister of Foreign Affairs of the Kyrgyz Republic Ruslan Kazakbaev said the statement of the European Union on the transfer of presidential powers by Speaker to Prime Minister was snap.
EU High Representative/Vice-President Josep Borrell said in a statement issued on October 15 that "it is vital that the President's powers and competences are exercised within the legal framework of the Kyrgyz constitution, respecting the Kyrgyz Republic's international commitments, including the rule of law, human rights and fundamental freedoms. The reported transfer of presidential powers by the Speaker to the Prime Minister, Sadyr Japarov, raises serious questions in this regard. The Kyrgyz Republic is a parliamentary democracy, and the division of powers therein should be respected and preserved."
On October 16 during the meeting with Head of the European Union Delegation to the Kyrgyz Republic Eduard Auer, Minister Kazakbaev said the procedure of transfer of power in Kyrgyzstan was peaceful and in accordance with the Constitution of the Kyrgyz Republic. According to the Constitution, in case Speaker of Parliament refuses to act as President, the powers are transferred to the Prime Minister. He reminded that interim President has no right to participate in snap presidential elections.
Kazakbaev briefed Auer about the political situation in the Kyrgyz Republic. The situation in the country has stabilized, the ongoing political life has returned to the constitutional order, and also stressed that the executive branch of the Kyrgyz Republic has been fully formed leading to normalization of socio-economic situation.
New government of the Kyrgyz Republic assumes full responsibility for stabilizing the situation in the country, creating fair conditions for the upcoming elections aimed at ensuring political pluralism in the governance of the country. Kazakbaev emphasized that the Kyrgyz Republic is determined to ensure that democratic principles, including obligations under bilateral and multilateral treaties and agreements will be strictly observed.
The parties also discussed issues of bilateral cooperation, upcoming events at bilateral and multilateral levels. The parties noted the importance of further enhancing ties, including in the framework of EU projects and programs in Kyrgyzstan.
