- The question is about the electricity tariffs. Do you think people are ready for this division? The tariffs are divided into three types, won't it cause corruption?
- No. The first division is low-income families, that's 110,000 families. We have lists, we help them every month.
The second is people living in highlands and remote areas, this is approved by law, no one can change it. You can't go and add the rich to the poor, it will be apparent a day later. But if such cases appear, we'll make them pay 100 times more. You see that now a person held for 50 thousand soms bribe is only getting released for 500 thousand soms.
Of course, we cannot give a 100% guarantee, maybe 99%. 1% is the human factor, people have acquaintances and relatives. But we will do our best to prevent this.
There is no goal to replenish the budget through electricity. We want to save the energy crisis that formed for 30 years. We don't get anything into the budget, we just want to get out of the crisis. I could easily serve my term as president getting loans and buying expensive electricity from Kazakhstan. I could serve 5 years and leave.
But my conscience does not allow me to be so indifferent. The system, which has been in a swamp for 30 years, can be saved only this way. By inaction, in a few years we will have to close the Toktogul reservoir. There will be no water, no electricity, a catastrophe! Imagine, the only thing that saves us is the Toktogul HPP.
Of course, HPPs are being built, the Kulanak HPP will soon be completed, and mini-HPPs are being built, two have already been completed. One of them will soon be opened.
