AKIPRESS.COM - The Parliament of Kyrgyzstan passed the bill on protection from false and inaccurate information developed by the reconciliation group.
97 MPs voted for the bill and 5 voted against. 102 MPs were registered in total.
On June 30, the Parliament of Kyrgyzstan rejected the bill. 59 MPs voted for the bill and 38 voted against it. 97 MPs were registered in total. 61 votes were needed to have the bill passed.
Today, MP Ainura Osmonova, initiator of the bill, has asked to bring up the bill for voting.
MP Akkulu Berdiev said last voting on the bill was unclear. "I ask to put the bill on re-voting," he said.
MP Dastan Bekeshev objected, saying the procedural rules do not allow re-voting on the bill.
"You can't say you did not understand something and voted wrong. You are MPs and should know how voting is held. A new Parliament may consider the bill in 6 months according to the procedural rules," MP Bekeshev stated.
MP Gulshat Asylbaeva, initiator of the bill, denied any violation of procedural rules of the Parliament.
"The procedural rules allow re-voting. Rights of MPs were violated during previous voting on the bill. It is wrong to say the bill was rejected. We passed the bill in 3 readings, it was sent to the President for signing. We discussed only reconciled draft and now we will consider this draft. If the reconciled draft is not passed second time, the initial wording of the bill passed by the Parliament before presidential objections will be adopted," MP Asylbaeva said and asked to bring up the bill on protection from false information for revoting.
95 MPs supported MP Asylbaeva's suggestion and the bill was brought up for re-voting.
In August 2020, President Sooronbai Jeenbekov returned the bill on manipulation of information authored by Gulshat Asylbasheva with objections.
Article 55 of the procedural rules of the Parliament reads that in case of rejection of the bill, the Parliament may consider it no earlier than 6 months since the day of rejection of the bill.
