AKIPRESS.COM - The Parliament of Kyrgyzstan today passed the bill with amendments to the constitutional law on presidential and parliamentary elections in the second and third readings.
109 MPs were registered. 107 MPs voted for the bill and 2 MPs voted against.
The bill was initiated by the President. Concept of the bill was passed by the Parliament in the first reading on condition the respective changes will be made by consideration in the second reading.
Several changes were made by the time of consideration of the bill by the Constitutional Legislation Committee of the Parliament in the second reading.
The key provisions in the bill:
The Parliament will consist of 90 MPs (the current Parliament has 120 MPs). 54 MPs will be elected on preferential system through party lists and 36 MPs will be elected from single-mandate constituencies (the party lists are used currently).
The election threshold for parties makes 5%.
An MP should be a national of Kyrgyzstan above 21 years.
The electoral deposit size remains unchanged - 1 million soms.
The bill limits the number of campaigners - no more than 10,000 campaigners for parties and no more than 500 campaigners for single-mandate constituencies.
Parliamentary elections will be scheduled for the last Sunday of the month in which the constitutional term of the Parliament expires.
Newly registered parties may run in elections (before the parties registered less than 6 months before the day of vote could not run in elections).
