Bishkek, Aug.22, 2019. /Kabar/. Bishkek hosted the "Ways of solving the problems of introduction of habilitation and rehabilitation for persons with disabilities in the Kyrgyz Republic" workshop, the press service of Kyrgyzstan’s Ministry of Labour and Social Development reported.
Deputy Minister of Labour Janyl Alybaeva spoke about the achievements, based on the inter-sectoral application of elements of the International Classification of Functioning, Disability and Health (ICF).
"Kyrgyzstan has ratified the Convention on Mar. 14, 2019. In recent years, the non-governmental sector has been working closely with the state social protection system. And if there are successes in the Kyrgyz system of habilitation and rehabilitation, they are largely due to the vigorous actions of our partners in the non-governmental sector," she said.
The workshop participants also discussed the issues of employment of persons with disabilities, access to education, early identification and intervention on the example of rehabilitation of children with autism.
The workshop was attended by Burul Suyunaliyeva, the UN National Coordinator for Disabled People and Senior Citizens, Director of the Republican Center for Medical and Social Expertise Janyl Akbayeva, heads and representatives of non-governmental organizations providing support to people with disabilities.
According to the data of the Labour Ministry, there are 186 thousand people with disabilities in Kyrgyzstan, 30 thousand of them are children under 18.
The International Classification of Functioning, Disability and Health (ICF) is a classification of the health components of functioning and disability.
The ICF classification complements WHO's International Classification of Diseases-10th Revision (ICD), which contains information on diagnosis and health condition, but not on functional status.
